That profile drives the budget math more than construction pricing does: labor and materials are similar across the metro, but how you get the land, and what kind of home the neighborhood supports, are local questions.
Blaine Price per Square Foot (2026)

| Luxury custom | $450–$700 | Premium materials, complex architecture, high-touch process. |
Construction cost only; land, and financing are additional. Full metro tables (all build types, cost by size) are in the statewide guide.
What Moves the Budget in Blaine
Community lot pricing. Where builder communities in Blaine are still opening phases, they bundle the lot with construction — the most predictable total price available. Popular phases in The Lakes and Lexington can carry lot premiums, and build-on-your-own-lot projects price land separately.
Options and upgrades. In production and semi-custom builds, the design-studio session is where budgets move: structural options (third stall, finished basement, sunroom) are far cheaper at build time than as future remodels.
What Blaine Actually Charges: Permit, Plan Review and Water Access
Cost-per-square-foot models leave these out, and they are the part of a build budget a city sets by ordinance rather than a builder setting by quote. Below is Blaine's own schedule, transcribed from the document the city publishes, with the date printed on that document.
Transcribed from Blaine’s own published fee schedule. Figures are reproduced as printed — including the source’s own typography — and no fee is calculated here: permit fees are valuation-bracket tables, and the valuation is the city’s to set. Take these to the city and confirm before you budget from them.
