Cost to Build a House in Bloomington (2026)
Last updated July 2026 · Planning estimates · Part of our Minnesota cost-to-build guide
That profile drives the budget math more than construction pricing does: labor and materials are similar across the metro, but how you get the land, and what kind of home the neighborhood supports, are local questions.
Bloomington Price per Square Foot (2026)
| Build type | Cost / sq ft | Notes |
|---|---|---|
| Production / community build | $230–$300 | Set plans in builder-developed communities; lot often bundled. |
| Semi-custom | $250–$400 | Builder plans with structural and finish modifications. |
| Custom | $300–$450 | From-scratch design on your lot; architect or design-build. |
| Luxury custom | $450–$700 | Premium materials, complex architecture, high-touch process. |
Construction cost only; land, and financing are additional. Full metro tables (all build types, cost by size) are in the statewide guide.
What Moves the Budget in Bloomington
Land comes first. Whether you are buying a lot, building on land you already own, or reworking an existing house, the site decides the budget before any finish selection does. Price the land side and the construction side separately.
Scope drives the rest. The 8 builders serving Bloomington span luxury and mid-range pricing, and quotes are only comparable once scope matches — same square footage, same specification level, same allowances.
What Bloomington Actually Charges: Permit, Plan Review and Water Access
Cost-per-square-foot models leave these out, and they are the part of a build budget a city sets by ordinance rather than a builder setting by quote. Below is Bloomington's own schedule, transcribed from the document the city publishes, with the date printed on that document.
Transcribed from Bloomington’s own published fee schedule. Figures are reproduced as printed — including the source’s own typography — and no fee is calculated here: permit fees are valuation-bracket tables, and the valuation is the city’s to set. Take these to the city and confirm before you budget from them.

Bloomington levies no water access charge
Unlike most metro suburbs, no city water access or connection charge is published in the fee schedule for Bloomington. Budgets built from a generic “Twin Cities” fee assumption will overstate the cost of building here by the amount of a suburban water access charge — several thousand dollars per dwelling unit in the cities that do levy one.
Research notes for Bloomington (1)
- WAC null: no water access / water availability / trunk water area charge is stated anywhere in Bloomington's published fee documents. Checked (a) Appendix A: Administrative Relief and Fee Schedule (adopted by ordinance) — the only water item is "PERMIT FEES FOR WATER CONNECTIONS (additional labor fees required for City to tap water main): Water connection up to two inches $95; Water connection over two inches $257", which is a tapping/connection PERMIT fee, not an access/availability charge; and (b) the 2026 Schedule of Fees and Charges, Appendix B (adopted by resolution 11-2025, amended 04-2026), https://www.bloomingtonmn.gov/sites/default/files/2026-04/2026_AppendixB_Fees_and_Charges_Adopted_11-2025_Amended_04-2026.pdf — contains no WAC. Bloomington is fully developed and appears not to levy one. CAVEAT on permit fee: the city's own Building division page (https://www.bloomingtonmn.gov/bldg/permit-information-and-fees, retrieved 2026-08-06) states "The Building permit fee schedule is currently being revised, please contact our office at 952-563-8930 in order to obtain a fee estimate." — so the Appendix A table above is the currently codified schedule but the city flags it as under revision. Appendix A does not state a plan review percentage for construction value at or below $1,000,000, and states no state surcharge for building permits; the Building division page lists a state surcharge of "(Job Valuation) x .0005%" for commercial trade permits only (as printed, ambiguous vs. the statutory .0005 factor). Plan review for the residential building permit (valuation under $1M) is NOT stated in Appendix A — left as the only percentage the schedule actually publishes.
