  • Edina does not publish a standalone annual fee-schedule PDF; its fee schedule is codified as City Code Sec. 2-724, Schedule A, amended each December (Ord. 2025-16, 12-16-2025). State surcharge is NOT given as a number: Code Sec. 10-74 and 10-78 say the surcharge is "in accordance with / in the amount set forth in Minn. Stats. Sec. 326B.148" (statutory, no local figure). A separate $5.00 local surcharge exists only for residential contractor license verification (Sec. 10-79, per Minn. Stats. Sec. 326.86). CAVEAT: Edina adopted Ordinance 2026-06 in 2026 amending Chapter 2/Schedule A for residential water USAGE tiers (city Utility Rates page effective 5/1/2026 shows tiers not yet in the codified Schedule A). No evidence it touched the Sec. 28-143 connection charge or the Sec. 10-74 permit table, but the text of Ord. 2026-06 (https://www.edinamn.gov/DocumentCenter/View/18933) could not be parsed, so a small residual risk remains that the WAC changed mid-2026.
